Former Vice President and Part-Owner of Michigan Asphalt Paving Company Charged With Bid-Rigging

On November 13, 2023, the U.S. Attorney for the Eastern District of Michigan filed an information charging Bruce F. Israel, former vice president and part-owner of an asphalt paving company, with conspiring to commit bid-rigging. According to the information, as early as March 2013 until at least November 2018, Israel entered into and engaged in a conspiracy with another company and co-conspirators to suppress and eliminate competition by agreeing to rig bids for asphalt paving services in Michigan.

Missouri Individual Indicted for Theft of Government Property and Money Laundering in CARES Act Fraud Scheme

On November 8, 2023, a grand jury in the Western District of Missouri indicted Sammy Adam Joseph on multiple counts of theft of Government property and money laundering. Joseph is the owner of Adams and Joseph, Inc., which operates two gas stations in the Kansas City, Missouri area. The indictment alleged that Joseph received nearly $1.9 million in 2020 and 2021 under the Economic Injury Disaster Loan (EIDL) Program, which was established by the Coronavirus Aid, Relief, and Economic Security (CARES) Act.

Former Kentucky Air Ambulance Helicopter Pilot Charged With Operating an Aircraft While Under the Influence of Alcohol

On November 7, 2023, the U.S. Attorney for the Eastern District of Kentucky filed an information charging Morgan J. Wiljanen with unlawfully operating an air common carrier while under the influence of alcohol. The information states that on or around March 21, 2023, Wiljanen was under the influence of alcohol while piloting Air Evac Flight 79, an air ambulance helicopter operated by Air Evac, Inc., from Corbin, Kentucky, to Richmond, Kentucky.Β

OIG is conducting an ongoing audit related to air carrier flight delays and cancellations, originally announced on February 21, 2023. Due to the breadth of data collected by both the Federal Aviation Administration and the Bureau of Transportation Statistics (BTS) on flight delays and cancellations, we are adjusting our audit to focus on the reliability of the flight delay and cancellation data collected by BTS. Our revised audit objective is to assess the controls BTS has in place to ensure the completeness and accuracy of on-time performance and reported causes data.
