Connecting TSMO with other Disciplines Presentation Slides

The FHWA Office of Operations developed a series of presentation slide decks for the purpose of communicating Transportation Systems Management and Operations (TSMO) to other disciplines. These slide decks complement and build on previously developed Fact Sheets that illustrated at a high-level the relationships and collaboration opportunities between TSMO and 10 other transportation agency disciplines. The Fact Sheets and slide decks are intended to help TSMO personnel engage their counterparts in conversation about how TSMO can integrate with and support other disciplines. These MS PowerPoint files can be downloaded and modified to fit any presentation objective. Currently three presentation files are posted for connecting TSMO with Environment, Construction, and Maintenance. 2018 Urban Congestion Trends Report Available

The latest annual report on urban congestion trends is now available. The 2018 Urban Congestion Trends mdash; Improving Operations, Improving Performance report includes annual traffic congestion-related measures in the 52 largest urban areas in the United States. The report also includes example operational strategy evaluations and how State DOTs and MPOs are using the National Performance Management Research Data Set (NPMRDS).

Transportation Management Centers: Streaming Video Sharing and Distribution

Transportation Management Centers: Streaming Video Sharing and Distribution ndash; The purpose of this document is to synthesize current practices and recommendations for transportation management agencies to share live, streaming traffic camera videos with the public, news media, other agencies, and trusted partners. This document aims to assist transportation management center (TMC) staff in planning, implementing, or improving their approach to sharing video feeds.

Integrating Reliability into Transportation System Management ndash; New Approaches for Linking Planning amp; Operations

The Strategic Highway Research Program (SHRP) explored and demonstrated the significance of travel time reliability in understanding and enhancing the role of transportation operations in transportation system management. The report, quot;Integrating Reliability into Transportation System Managementquot;, documents a project led by the Federal Highway Administration (FHWA) Office of Operations to integrate consideration and analysis of travel time reliability into the linkage of planning and operations. Its intent was to evolve the state of the practice by building a methodology supported by the travel time reliability data and analysis tools developed under the SHRP2 program. The project was motivated by the need to connect system-level, goal and objective-setting in the transportation planning process and operations planning that occurs among operators. Long-range transportation planning is typically not linked to detailed, tactical operations decisions made at the corridor or network level. A primary objective of this project was to develop and demonstrate a framework or methodology for integrating travel time reliability concepts and analysis in systems management, operations, systems planning, and programming. The project also demonstrated how this framework can be used to connect planning-level reliability goals and objectives to operational objectives and transportation systems management and operations (TSMO) strategies and tactics. The framework will likely be useful in the integration of automation and other emerging technologies into the management and operations of the national roadway network in the context of an increasingly multimodal surface transportation system.

Strengthening Linkages between Transportation Demand Management and Traffic Management

This document presents real-world examples of how State and local traffic managers and demand management professionals can work together and coordinate implementation strategies to proactively manage mobility and reliability concerns under different contexts including: managing demand and traffic during weather events and natural disasters, linking TDM and traffic management as part of transit disruption, incorporating TDM as part of a major road reconstruction project and other high demand situations.

United States - European Commission Urban Freight Twinning Initiative: Compendium of Project Summaries, Volume II - Overview of 2018-2019 International Urban Freight Roundtables

This compendium provides high-level descriptions of ongoing or recently completed international urban freight initiatives which were shared at the 2018 and 2019 International Urban Freight Roundtables (Roundtables). The Roundtable is an annual event sponsored by the U.S. Federal Highway Administration (FHWA) in cooperation with the European Commission (EC). The roundtables seek to provide stakeholders with new and emerging practices in the management and operations of urban freight fleets to maximize both public and private benefit while minimizing negative externalities that may be associated with urban freight deliveries.

Considerations of Current and Emerging Transportation Management Center Data

The report is to identify, research and synthesize current, emerging and potential future practice of public and private sectors real-time traffic data collection, sharing and dissemination. This includes an assessment of private sector business models; public-private partnerships and agreements; utilization of private sector data to supplement traffic data collected by public agencies; value considerations of sharing public agency data with private sectors; and consideration of emerging data sources such as crowdsourcing and connected vehicles.

Does Travel Time Reliability Matter?

Travelers depend on the U.S. transportation system every day to get to work and to special events, acquire and deliver goods and services, and respond to emergencies. If the system operates as expected and enables travel within a predictable amount of time, we can rely on it. When it doesn#39;t, we can#39;t. This lack of reliability affects our health, jobs, families, relationships, cost of consumer goods, emergency response times, and the amount of time we have for other things. So, does travel time reliability matter? Yes. But what is travel time reliability really, what are the impacts of unreliable travel time, how do we measure it, and what can be done to improve reliability? These are the key questions addressed in this primer.

Transportation Management Center Information Technology Security

Transportation Management Center (TMC) Information Technology (IT) Security ndash; This report assists State agencies to develop technical guidelines for TMCs on improving IT security for their facilities, networks, workstations, servers, data storage, peripherals, and operations. The guidelines will help agencies in mitigating the risks from as well as responding to cyber-attacks on the TMCs and associated servers, peripherals and communications network infrastructure.

Decision Support Framework and Parameters for Dynamic Part-Time Shoulder Use: Considerations for Opening Freeway Shoulders for Travel as a Traffic Management Strategy

Building off the FHWA a href=https://ops.fhwa.dot.gov/publications/fhwahop15023/index.htmPart Time Shoulder Use (PTSU) Guide/a released in 2016, this new report provides agencies with information and suggested approaches for Dynamic Part-Time Shoulder Use (D-PTSU). The report explains how the opening of PTSU can be optimized based on speed and volume conditions observed or modeled on the freeway, and methods for determining specific quot;decision parametersquot; for opening the shoulder are presented.

Active Demand Management Capability Maturity Framework (CMF) tool

This framework is intended for agencies or regions to assess current capabilities with respect to advancing the role of demand management practices as part of Transportation Systems Management and Operations. Raising Awareness of Artificial Intelligence for Transportation Systems Management and Operations

This report introduces the fundamentals of Artificial Intelligence (AI) technologies and potential areas of AI applications in Transportation Management Center (TMC) operations; documents successful AI applications and lessons learned in TMC operations; showcases TMCs using AI to improve their operations; and identifies needs for future studies on this topic. The report provides information to assist transportation agencies with better preparation for the potential impacts of AI on operational activities, resources, system needs, and decisionmaking.

Using Safety Contingency Funding to Address Unforeseen Safety Needs During Construction in Texas

Unforeseen needs often arise during the construction phase of a project. To address this issue, Texas Department of Transportation uses a safety contingency line item as part of the project estimate phase. As a result, the State has seen a significant positive impact in its ability to address infrastructure and roadside safety concerns in and around its work zones.

This document provides information for enhancing ATDM applications using emerging technologies and data sources. It introduces emerging technologies and data sources and how they can be used to enhance ATDM applications. It provides organizational information and operations and maintenance information for future deployments. Design and deployment elements and methods are discussed. Included are challenges that are encountered as well as case studies.

Border Wait-Time Technology Noteworthy Practices

States and local government agencies are deploying border wait time technologies to successfully address congestions at the land ports of entry. These practices have the capacity to facilitate the safe, secure, and efficient flow of goods at borders and trade corridors. Highlighted are two noteworthy practices at the U.S./Canada northern border.

TSMO Outreach Kit

Gaining buy-in and collaboration for transportation systems management and operations (TSMO) among different units and programs within a DOT, and with external partners, usually requires effective ongoing outreach and communication. A new webpage on Communicating TSMO is available to help agencies build support for TSMO. Resources include a new TSMO outreach kit, developed in collaboration with AASHTO, that is geared toward leadership and includes a brochure, talking points, testimonials, and FAQs.

National Work Zone Traffic Management and Safety Virtual Conference

The National Work Zone Safety Information Clearinghouse will present a two-hour virtual event from 2 to 4 p.m. Eastern, Thursday, Sept. 17.

Topics include "Connected Work Zones" and "Commercial Motor Vehicle Crashes in Work Zones."

This event is part of the biennial Work Zone Traffic Management and Safety Conference, which was postponed until March 15-17, 2021.
